
March 17, Pan Pacific Hotel, Manila - On the first day of its planning workshop, the Philippine National Health Research System (PNHRS) held a Working Group Session to identify factors related to the monitoring, evaluation, and implementation of plans. The workshop was participated in by the four PNHRS core agencies and chairs of the six PNHRS Committees. Ms. Deborah Sophia Lozada and Ms. Sandra Sabate-Dala, human resource and organization development consultants, facilitated the planning workshop.
Morning Session
The workshop started with an assessment of the implementation of the 2009 PNHRS Plan by Ms. Merlita M. Opena of PCHRD. This was followed by Dr. Juan Ma. Nañagas, chair of the PNHRS Committee on Structure, Organization, Monitoring and Evaluation (SOME), who gave an assessment of the plans submitted by the 16 regional consortia vis-a-vis the recommendations of the 2009 regional assessment.
Dr. Jaime Montoya, Executive Director of PCHRD, in his presentation, said that, "The core agencies' commitment remains but the need for more resources for the regions has to be addressed; how to do this requires the research community's creativity."
At the end of the session, participants revisited the PNHRS mission and vision statements, goals and objectives; and, articulated the PNHRS core values that should guide PNHRS' decisions and actions. Integrity, transparency, accountability and being ethical were among the core values listed by the participants.
Afternoon Workshop
Divided into two groups, the participants identified: 1) PNHRS' indicators or parameters of success at a national and at a project/ program levels; 2) methods of monitoring and evaluating performance; and 3) enabling mechanisms that must be in place to help the regional consortia achieve their goals.
The input-process-output model of one group will be processed with the detailed indicators of success proposed by the second group such as number of research projects, publications in peer reviewed journals, research outputs translated into policies and actions were highlighted by the participants.
In terms of monitoring and evaluation, a health research information system was proposed. Likewise, performance of researchers and the institutions was proposed to be part of the assessment.
Enabling mechanisms to support the regions included continuing access to funding, research facilities, databases, and inventory of research expertise.
Day 2 Regional Representatives Workshop, March 18
The second day of the planning workshop will be participated in by representatives from the 16 regional consortia. The same format will be followed except for an emphasis to come up with program-based planning.
