Stakeholders and regional representatives from all parts of the country met anew last 12-14 August 2009 to 
celebrate the 3rd Philippine National Health Research System (PNHRS) Week at the Marco Polo Hotel in Davao City.
Highlights of the three-day celebration included a Mindanao Forum on Health Research, six parallel capacity building sessions, Young Researchers' Poster Exhibit Contest, a plenary session on Capacitating and Empowering Regional Health Research Systems, and awarding of the 2009 PNHRS Best Mentor in Health Research .
Dr. Paulyn Jean Rossel-Ubial, Assistant Secretary of the Department of Health (DOH) and Prof. Fortunato T. Dela Peña, Undersecretary for Science and Technology Services of the Department of Science and Technology (DOST), were keynote speakers in the Mindanao Forum and PNHRS Week's Plenary, respectively.

Mindanao Forum on Health Research
The Mindanao Forum was a venue for the six Mindanao consortia to respond to the assessment of the island's diverse regional health research systems. Their responses to the challenges formed the basis for crafting a Call to Action on Mindanao Health R&D Strategy. Action areas identified by the stakeholders were: 1) strengthening regions to minimize concentration of research funding in Metro Manila, 2) including policy for the utilization of research results in the structure, 3) strengthening partnership among academe-industry-LGUs-NGOs-People's Organizations, 4) strengthening networking among consortia, and 5) formulating strategic plans to address gaps in health research.
In the evening, the Region 11 consortium signed a renewal of commitment for strengthening health R&D in the region. 21 Mindanao institutions signified their support, including, DOH, DOST, Commission on Higher Education (CHED), Department of Environment and Natural Resources (DENR), Commission on Population (POPCOM), Philippine Information Agency (PIA), National Economic and Development Authority (NEDA), UP Mindanao, San Pedro College, San Pedro Hospital, Davao Medical School Foundation (DMSF), RECORD Foundation, Philippine Science High School (PSHS), University of the Immaculate Conception, Davao Doctors' College, Davao Doctors' Hospital, Davao Medical Center, Davao Regional Hospital, Ateneo de Davao University, Brokenshire Hospital, and University of Southeastern Philippines.

Call to Action of the Mindanao Forum on Health Research
12 August 2009- The Forum recognizes that Mindanao has common and distinct area-specific health concerns which the regions within the island can address through research given the presence of individual and institutional champions for research, highly skilled and motivated human resource, adequate research facilities, considerable experience in the management of research activities, and a strong desire to collaborate to address the priority health needs of the regions, among others; - The Forum believes that by working together, within and between regions, using succesful models of collaboration,the health R&D consortia in Mindanao can transcend the present research weaknesses and gaps, and channel and/or leverage research resources to addressing priority health problems such as maternal and child health, herbal medicine and traditional medicine, environment and emerging and re-emerging tropical diseases; - Forum believes that the opportunities can be harnessed to the advantage of the consortia by drawing a long-term strategic plan and by being open to new paradigms. The policy of placing the regional health research systems at the helm of the Philippine National Health Research System (PNHRS) and providing equitable access to resources for health research at all levels are incentives which will move forward the Mindanao research agenda; - The Forum believes that the ongoing collaboration of the Mindanao research consortia in developing joint research projects shows the willingness and commitment of members to share and help develop expertise and resources for the health of Mindanawans; - The Forum supports the proposed coordinating mechanisms to bring together researchers in Mindanao, starting with the creation of a Steering Committee, led by Region 11 Health R&D Consortium and lodged at the Davao Medical School Foundation; with responsibilities shared by the six consortia; and; - The Forum requests the heads of member institutions of the six Mindanao research consortia to commit permanent representatives to the Mindanao research teams, support their participation, provide complementary resources, and ensure that research results are disseminated and translated into policies and actions which benefit the Filipinos. |
Six capacity building sessions equipped participants with knowledge and skills necessary in the whole research process. Topics were selected based on the concerns raised during the series of regional consultations conducted by the PNHRS Structure, Organization, Monitoring and Evaluation Committee. Some of the key points per session were as follows:
Session 1: National Unified Health Research Agenda Implementation and Tracking
- In writing research proposals, ensure close matching with the interests of researchers and institutional mandates of the funding agency.
- Use FINER (Feasible, Interesting, Novel, Ethical, Relevant) as guiding principle in the development of a research proposal
- Track health related R&D (Solicit commitment in monitoring health R&D resources and their uses) for benchmarking
Session 2: Ethics and Ethics Review
- Conduct training and capability building sessions in ethics review.
- Form Ethics Review Board (ERB) within each research institution.
- Harmonize roles and SOPs of existing ERBs
Session 3: Intellectual Property and Technology Commercialization
- Establish a well-defined and unifying policy on technology transfer in the Philippines
- Strengthen private-public collaboration in R&D and commercialization
- Enhance the capability of universities in commercializing IP assets
- Develop "technology brokers"
- Change in mindset: from "How do I get people to buy the technology?" to "How do I
create something that people will buy?"
Session 4: Marketing Research to Healthcare Providers and Policymakers
- Enhance skills of researchers in making research palatable/understandable
- Researchers to show to policymakers the importance of research results
- Provide platform for policymakers to work with stakeholders on policy challenges
- Start a marketing campaign by defining your audience, then defining how to capture their attention
- Focus on dialogue as an effective communication model
Session 5:Research Publishing and e-Tools for Collaboration
- Come up with clear rules on authorship
- Clarify protocols on peer review
- Come up with a pool of research reviewers
- Explore possibility of and clarify regulation on access of full text in HERDIN, not just access to abstracts
Session 6: Climate Change and its Effect on Health : Orientation on Strategic Management
- In strategic management, employ bottom-up approach and align mindset from traditional strategic planning method to capability-based perspective
- Look at climate change as a national concern
- Address climate change through collaboration between different sectors and agencies
Plenary Session on Capacitating and Empowering Regional Health Research Systems
Recognizing that the "regional health research systems are at the helm of the PNHRS," the plenary session brought forth responses from the various stakeholders particularly the core agencies, local government units (LGUs) and the regional health research consortia. The core agencies discussed their commitments in support of health research, the LGUs shared how they can help regional health research systems refine their research agenda and access health research resources while the consortia addressed the issue on how to sustain research collaboration.
At the end of the session, two important steps were emphasized: 1) to include and bring research to the people through capacity building and collaboration and 2) to refocus and channel energies and resources to high priority issues and concerns particular to local settings.
Young Researchers' Poster Contest
The Poster Exhibit Contest provided a venue for young researchers to showcase their research projects as well as disseminate research results to the beneficiaries.

The PNHRS Best Mentor in Health Research Award intended to recognize and reward the vital contribution of health research mentors in the development of research capabilities of human resources in health.
Each regional winner from Luzon, Visayas, Mindanao, and the National Capital Region was awarded with a cash prize of PhP100,000.00 plus plaque of recognition. The national winner received a cash prize of PhP200,000.00 and a trophy.
