The United Cities and Local Governments Asia-Pacific (UCLG ASPAC) Conference for 2017 is hosted by the City Government of Catbalogan City, Philippines. It has at least ten different activities conducted simultaneously at various venues in the City of Catbalogan. One of these activities is the holding of S&T fair which is co-facilitated by the Samar State University (SSU), Department of Education (DepEd 8), Department of Science and Technology (DOST 8) and the Eastern Visayas Consortium for Industry and Energy Research and Development (EVCIERD).
This event is expected to be participated by researchers and exhibitors mostly from Region 8, and some parts of the country. This year's event has theme "Kauswagan Kalibutan: Creating Connection for Sustainable Societies".
The S&T Fair consists of exhibits, poster and paper presentation. A total of eight booths, more than 60 research posters, fifteen research presentation, a robotic showcase/exhibit and at least three keynote speech is at stake for everyone. The fair focuses on projects related to Climate Change and Adaptation; Disaster Risk Reduction and Management; Alternative Energy and Science and Technology Innovations; and Robotics for Environment.

Tacloban City, March 3, 2017 - The National Unified Health Research Agenda (NUHRA), a major document produced by the Research Agenda Committee (RAC) of the Philippine National Health Research System (PNHRS), serves as the country’s template for health research and development efforts. NUHRA was developed, with the health research priorities perceived as relevant to the country’s public health situation particularly addressing the health issues of the poor and disadvantaged segments of the population. It is regularly updated to account for recent developments, new directions and thrusts. The updating takes into consideration the United Nation Millennium Development Goals, Medium-Term Philippine Development Plan, National Health Plan, and the National Science and Technology Plan. The Alliance for Improving Health Outcomes, Incorporated (AIHO) is commissioned by the DOST-Philippine Council for Health Research and Development (PCHRD) in the crafting of the NUHRA for 2017-2022.
In this context, the Consultants from AIHO, namely: Ms. Edith Rose Santos, Visayas Cluster Project Coordinator, and Mr. Willard Riveral, Regional Coordinator, payed a courtesy visit to the EVHRDC ExeCom Chair, Dr. Minerva P. Molon (Regional Director, DOHRO8) and Co-Chair, Engr. Edgardo M. Esperancilla (Regional Director, DOST8), on March 3, 2017; 9:00am. The visit was intended to formally discuss the conceptualization and project brief of the PNHRS’s NUHRA 2017- 2022: Preparation, Advocacy, Monitoring, and Evaluation”.
After the discussions, the AIHO requested the attendance of the EVHRDC ExeCom Chair, Co-Chair, Project Coordinators and staff to attend the briefing on NUHRA and RUHRA development on March 14, 2017, at the Golden Prince Hotel, Cebu City. The Regional Consultation is scheduled on the 3rd week of April 2017 in Tacloban City.
Tacloban City, March 3, 2017 – As an offshoot of the Eastern Visayas Health Research and Development Consortium (EVHRDC) funded research study entitled “Assessment of the Sanitary Conditions and Food Handlers’ Practices of Public and Private High School Canteens in Eastern Visayas, Philippines”, the Department of Health Regional Office VIII (DOH RO8) in coordination with the study's Lead Investigator Mr. Pet Anthony Pascual and Leyte Normal University (LNU) conducted a “Feedback Forum on Food Safety Research and Training of Food Handlers in Selected Schools in Eastern Visayas” last March 1 – 2, 2017 at the DOH RO8 Conference Room, Bgry. Candahug, Palo, Leyte. The activity aimed to disseminate evidence-based information and use these strategies to adopt and integrate evidence-based health interventions on Good Manufacturing Practices (GMP).
The activity has three objectives. First, to distribute evidence-based results to food handlers and promote insight on good practices that would ensure the safety and level of protection of the students. Second, to disseminate evidenced-based information to Health Officials which can aid in implementing new programs regarding food safety and third is to provide training to food handlers on food safety to contribute to the general welfare of the people.
The two-day activity was attended by 40 participants from 22 selected public and private schools in Eastern Visayas, composed of teachers, school canteen managers and personnel. The participants were formally welcomed by Dr. Paula Paz M. Sydiongco, Assistant Regional of DOHRO8.
The dissemination of results acquired from the study was briefly presented by Mr. Pet Anthony Pascual, Lead Investigator of the study. He emphasized the need to give serious attention to food handling practices. Other resource persons of the activity were Dr. Sonia C. Cabahit, Head of Food and Drug Administration Region VIII (FDA RO8) and Ms. Felecita R. Borata, Nutrition Program Manager, DOH RO8. Dr. Cabahit presented and discussed FDA Regulations on Food Safety. On the other hand, Ms. Borata presented the DOH Nutrition Program to demonstrate the importance of natural nutrition in complementary health care. Before the day one of the activity ended, a feedback forum was conducted for sharing opinions and recommendations.
On the second day, Mr. Emmanuel E. Lagdamen, RSTL-SRSII of the Department of Science and Technology Region VIII (DOST RO8) gave an Orientation and Training on Good Manufacturing Practices (GMP) to increase food handlers’ knowledge on the importance of their role on food safety preparation. Updates on Environmental and Occupational Health Program was also presented by Engr. Percival De Paz, EOH Program Manager of DOH RO8 to address the incidence of occupational diseases and work-related diseases and injuries among workers through health promotion and protection in all workplaces.
The successful two-day activity was capped off with a closing remark by Dr. Nestor C. Sedanza, Vice-President for Research and Extension of LNU.
DLSHSI’s tuberculosis (TB) and health economics experts are gearing up for the implementation of an important research on TB diagnostics which aims to identify the most cost-effective way of using diagnostic tools to improve detection rates of patients with both TB and its more potent offspring – the multi-drug resistant tuberculosis (MDR-TB).
The entire research program, which will run for three years, will cost more than 50 million pesos to support activities of two groups of researchers. Aside from the DLSHSI team, there was also a counterpart team from the Liverpool School of Tropical Medicine (LSTM) in the United Kingdom. This project is part of the Newton Agham Program or the UK-Philippines Joint Heath Research Grant for Infectious Diseases.
The project, entitled “Impact Assessment of Diagnostic Tools for Multi-Drug Resistant (MDR-TB) and Drug Sensitive Tuberculosis (DS-TB) in the Philippines” is touted as an important component of the Philippine’s fight against TB which continues to be the 6th largest cause of illness and death among Filipinos. While the Philippines, through its National TB Program (NTP), has made great headway in controlling TB infection in the country, detection rates for the more potent MDR-TB is still low. In the province of Cavite, only 35% of suspected MDR-TB cases are actually detected. While this is better compared to the WHO’s global rate of 12%-16%, in the Philippines, the burden of TB is doubly heavy because of the increasing cost of diagnosis and management and most of those infected are poor and rely only on the government’s health infrastructure.
“It is important that we develop appropriate strategies that will help health practitioners provide patients with cost effective options for diagnosis,” says Dr. Charles Yu, the project’s primary investigator. Dr. Yu is a professor at DLSHSI’s College of Medicine and is currently the Vice Chancellor for Lasallian Mission. He is a renowned pulmonologist and expert in TB, especially in the Asia-Pacific region and serves as a WHO consultant on Public-Private Management of the TB DOTS program. He is currently the president of the Global TB Alliance, and is the head of the Asia Pacific Society’s TB assembly. He was also a member of The Union TB Education Working Group.
Dr. Yu was aided by his co-investigators who are among DLSHSI’s noted researchers in TB, infectious diseases, and health economics. The Philippines team is composed of Dr. Victoria Dalay, Dr. Victor Mendoza, Dr. Jovilia Abong, and Ms. Celine Garfin.
Dr. Victoria Dalay is the director for Research Support and Extension Services at DLSHSI’s Angelo King Medical Research Center (DLSHSI-AKMRC) and is the head of DLSHSI’s Programmatic Management of Drug-resistant TB (PMDT) Treatment Center. She is co-chair of the Regional Coordinating Committee that leads the TB Control Program in Region IV-A and helped develop a plan of action to control TB for 2014-2016. She has also been the site investigator for USAID and NIH projects.
Dr. Victor Mendoza is a health economist based at DLSHSI who has published award-winning cost-effectiveness studies in his field of specialization – internal medicine and cardiology.
Dr. Jovilia Abong is an internist with a subspecialty in allergy and clinical immunology. She chairs of the Clinical Epidemiology Department of DLSHSI’s College of Medicine and is the director of Research Administration and Development.
Ms. Garfin is the manager of the Department of Health’s National Program for TB and has published numerous articles on TB surveillance. She is the government’s point person for all TB related activities in the country.
Dr. Yu’s team was complemented by a UK team that was composed of scientists from the Liverpool School of Tropical Medicine, which has been a key partner in the TREAT-TB initiative responsible for impact assessment, as well as health economics and operational modeling.
An expert in Clinical Tropical Medicine, Professor S. Bertel Squire is director of the Center for Applied Health Research and Delivery (CAHRD) of the Liverpool School of Tropical Medicine and past president of The International Union Against TB and Lung Disease. Together with his colleagues at LSTM, Malawi, and China, he has built a program of multi-disciplinary applied health research aimed at providing knowledge for action in making health services for TB more accessible to poor people in developing countries. He was joined in the DLSHSI study by Mr. Ivor Langley, a research analyst at LSTM who is an expert in health systems modeling. Mr. Langley has also been involved in developing an innovative modeling approach for impact assessment of new diagnostic tools and treatments for TB and MDR-TB. The British team is completed by Dr. Elvis Gama, a health economist at LSTM whose current research includes the evaluation of catastrophic costs for patients seeking TB diagnosis and cost effectiveness evaluations of new MDR-TB regimens.
